The voltage levels in the human environment range from the hundred of thousands of volts on transmission lines to the thousandth of volts as found in the human body. The range is as wide as the range of heat sources that goes from the sun to the sparkle of a flint. Stray voltages fall in the bottom portion of the voltage range, at or below the level of miniature lights. They are generally considered too low to be a concern for electric safety to humans and animals, just as sparkles and candle lights are not considered dangerous heat sources.
